For years, Paraguay had a reputation in flag-theory and digital-nomad circles as the place where roughly $5,000 in a local bank bought you instant permanent residency. That reputation built a small industry. It is also out of date. Paraguay overhauled its entire immigration framework in 2022 and tightened the investor rules again in 2026, and the old shortcut is gone.

Paraguay is still one of the lowest-cost, lowest-friction paths to Latin American residency and a second passport. But you need the 2026 version of the rules, not the 2019 one. Here is how it actually works now, and how foreigners buy property along the way.

The $5,000 deposit myth

Let us clear this up first, because it is the single most common mistake.

Law 6984/22, in force since 2022, replaced the older residency shortcuts. The famous bank deposit of around 32 million guarani (roughly $4,500 to $5,000) that used to deliver direct permanent residency has been abolished. If a service provider still promises you instant permanent residency for a small one-time deposit, they are working from a repealed regime, and that is a red flag.

What replaced it is a two-stage system plus an investor fast-track.

The two routes in 2026

1. The standard route (cheapest, no investment)

Under Law 6984/22, most applicants now get temporary residency first (valid up to two years, renewable once), then convert to permanent residency before it expires. The temporary stage requires no investment at all, only proof that you can support yourself. This is the genuinely low-cost path: you pay government fees, document translation, apostilles, and professional help, but you are not required to park or invest a lump sum.

Temporary residency is usually granted within about 90 days of a complete application.

2. The investor route (SUACE and the new Investor Pass)

If you want to skip the two-year temporary stage and go straight to permanent residency, Paraguay runs an official investor track through SUACE (the one-stop business registration system). In April 2026, Resolution 0283/2026 consolidated the investor options into clear tracks:
