Air Quality and Property Abroad: The Buying Criterion Almost Nobody Checks

Buyers moving abroad research the things that are easy to research. Prices per square metre. Property taxes. Whether foreigners can own freehold. Internet speeds. Flight connections. Almost nobody checks what the air is like, and of all the environmental factors that affect daily life in a place, air quality is the one that most reliably surprises people after they move.
It is also the one most systematically hidden by the buying process. Property is marketed in the good season. Nobody photographs a valley in February. A viewing trip in May to a city that is unbreathable in January will tell you nothing about January.
This guide covers what the numbers actually mean, why the same reading can be labelled "moderate" in one country and "unhealthy" in another, which locations have a seasonal problem versus a chronic one, and how to verify a specific address rather than a city.
The numbers, in plain terms
Four pollutants do most of the work in a residential context.
PM2.5. Fine particulate matter under 2.5 micrometres. The single most important number for health outcomes, because particles this small reach deep into the lungs and the bloodstream. Sources: combustion of all kinds, including vehicles, heating, industry, cooking and biomass burning.
PM10. Coarser particles, including dust, construction and, in some regions, sand and sea salt. Less strongly linked to long-term health harm than PM2.5, but very noticeable in daily life.
NO2. Nitrogen dioxide, overwhelmingly a traffic pollutant. Crucially for a property buyer, NO2 falls off sharply with distance from a road, so it varies dramatically within a single neighbourhood.
Ozone. A summer pollutant, formed by sunlight acting on other pollutants. It is often worst in suburbs and countryside downwind of a city rather than in the centre, which surprises people.
The reference point is the World Health Organization's 2021 Air Quality Guidelines, which set an annual PM2.5 guideline of 5 micrograms per cubic metre and a 24-hour level of 15. Very few places in the world meet the annual level, so treat it as a scale rather than a pass mark: 8 is excellent, 15 is ordinary for a European city, 35 is a serious ongoing exposure, and 100-plus daily readings during a burning season are a different category of problem altogether.
Why AQI numbers cannot be compared between countries
This is the most common error. The Air Quality Index is not a measurement, it is a national scoring system layered on top of measurements, and the systems differ.
The US EPA AQI, the European Air Quality Index, India's national index and China's each convert concentrations into categories using different breakpoints. The same PM2.5 concentration can appear as a comfortable green figure on one national dashboard and an alarming orange one on another. Weather apps often mix them without saying which they are using.
Always compare raw concentrations in micrograms per cubic metre, not index values or colour codes. If a source will not give you the underlying number, find another source.
Seasonal or chronic: the distinction that decides everything
This is the question that matters most for a property decision, because the two problems have completely different implications.
A chronic problem means the annual average is elevated and there is no clean season. You are exposed all year, and the only mitigations are inside the building.
A seasonal problem means the air is genuinely good for most of the year and severe for a defined window. That is a very different proposition. It can be planned around: many long-term residents of northern Thailand simply leave for six weeks. It also affects the property differently, since seasonal problems tend to coincide with the low season and therefore with rental demand.
Places with a defined season
The Po Valley, northern Italy. The most significant air quality problem in western Europe, and it is topographic. The valley is enclosed by the Alps and the Apennines, and in winter, temperature inversions trap emissions from traffic, heating, industry and intensive agriculture under a lid of cold air for days at a time. Milan, Turin, Padua, Brescia, Cremona and the smaller cities of Lombardy, Piedmont, Veneto and Emilia-Romagna all appear regularly in European rankings of the worst-performing urban areas. Summer is generally fine. Winter is the issue, and it is a matter of geography rather than of any single failure of policy.
Chiang Mai and northern Thailand, plus adjoining Laos and Myanmar. The burning season runs roughly February to April, when agricultural residue and forest fires combine with a stable atmosphere in mountain basins. Readings during peak episodes are among the highest in the world. For the rest of the year the air is unremarkable. This is the clearest example anywhere of a seasonal problem that reshapes how expatriates use a property.
Northern India, including Delhi and the wider Indo-Gangetic plain. Post-monsoon crop residue burning, winter inversion, traffic, industry and festival-period emissions converge from roughly late October to January. The severity is such that graded response plans restricting construction, vehicles and industry are triggered as a matter of routine.
Santiago, Chile. The city sits in a basin between the Andes and the coastal range, and winter inversions produce the same trapping effect as the Po Valley, with episode-based restrictions.
The western Balkans and parts of central Europe. Skopje, Sarajevo, Tuzla, Pristina, Sofia, Belgrade and Krakow experience severe winter episodes driven largely by solid-fuel domestic heating combined with valley topography. Summer air is often good.
Ulaanbaatar, Mongolia. Winter coal burning in ger districts produces some of the highest urban readings recorded anywhere, in an extreme continental winter.
Wildfire-affected regions. Western North America, Australia, Chile, Portugal, Greece and increasingly southern France now experience episodic smoke events that can take a normally clean location to hazardous readings for days or weeks. Unlike the others on this list, this pattern is not fixed to a calendar and is becoming less predictable rather than more.
Places with a chronic elevation
Large parts of South Asia, the Middle East, West Africa and parts of Southeast Asia have annual averages that stay well above guideline levels year-round, with dust and combustion in varying mixes. Cairo, Dhaka, Lahore, Jakarta and Hanoi are examples where the problem is structural rather than seasonal. Bangkok sits in between, with a genuine winter peak but an elevated baseline.
What varies within a single city
City-level averages hide differences that matter enormously to an individual purchase.
Distance from a main road. NO2 concentrations can fall by a large fraction within one to two hundred metres of a busy arterial. An apartment on a quiet parallel street is meaningfully different from one on the boulevard, even in the same building block.
Elevation and topography. In inversion-prone cities, the polluted layer has a top. Property above the inversion layer on a hillside can be in clean air while the centre is not. This is a real and observable effect in Santiago, in some Balkan cities and in Alpine valleys.
Position relative to the prevailing wind. Upwind of the industrial zone, the port or the airport is a different proposition from downwind, and the pattern is usually well known to locals.
Local heating. In a district where most homes burn wood or coal in winter, the neighbourhood generates its own problem regardless of what the city-wide station records. Look at chimneys in winter.
Floor level. Higher floors are generally less exposed to street-level traffic emissions, though this interacts with the inversion layer and is not a universal rule.
Ports and airports. Shipping emissions affect port cities materially, and this is a factor in several attractive Mediterranean locations.
How to verify a location before you buy
Start with official reference-grade data. National environment agencies operate calibrated monitoring networks, and in Europe the European Environment Agency publishes station-level data. These are the numbers that count. Find the nearest station and check how far it actually is from your target address.
Then look at low-cost sensor networks. PurpleAir, Sensor.Community and similar crowd-sourced networks have far denser coverage than official stations, which makes them genuinely useful for neighbourhood-level variation. They are less accurate in absolute terms, particularly at high humidity, so use them for relative comparison between districts rather than for compliance-grade numbers.
Pull at least three years of monthly data. A single annual average tells you almost nothing about whether a place has a season. What you want is a chart of monthly averages across several years, which will make a seasonal pattern obvious immediately.
Look at the number of exceedance days, not just the mean. A location with a decent annual average and forty days a year above the WHO 24-hour level is a very different place to live from one with the same average spread evenly.
Visit in the worst month. This is the single most useful thing you can do, and almost nobody does it. If a place has a winter problem, go in January. If it has a burning season, go in March. Sellers do not show property in those months for a reason.
Ask locals a specific question. Not "is the air good?" but "how many days last year did you keep the windows shut?" and "do the schools cancel outdoor activities?" You will get a much more honest answer.
Check what the property itself can do. Sealed modern glazing, mechanical ventilation with heat recovery and filtration, and the absence of an unfiltered gas hob change indoor exposure substantially. A well-built airtight house with filtered ventilation in a polluted city can have better indoor air than a draughty house in a clean one.

What air quality does to ownership, honestly
Some of the effects here are well established and some are not, and it is worth separating them.
Regulation follows bad air, reliably. This is the most concrete ownership consequence. Cities with persistent problems introduce low-emission zones, restrict older vehicles, ban or license solid-fuel heating and impose construction restrictions during episodes. Krakow's ban on solid-fuel heating in the city, the vehicle restrictions across Po Valley regions and low-emission zones in dozens of European cities are all examples. For an owner this can mean a mandatory heating replacement, a vehicle that can no longer be driven to the property, or delays to a renovation.
If you are buying in a location with a known problem, ask specifically what heating and vehicle restrictions are already legislated and what is under consultation. This is a foreseeable cost, not a speculative one.
Rental and resale demand is affected, but the evidence is uneven. In markets where air quality is a mainstream public conversation, notably northern India and parts of China, it is openly discussed as a factor in residential demand and in relocation decisions. In Europe it is a rising topic rather than an established price variable, and you should be sceptical of anyone who quotes you a precise percentage effect on values. The safer statement is that awareness is increasing and that regulation, which does have direct cost consequences, follows the underlying problem.
Insurance is largely unaffected by ambient air quality, and it is worth saying so plainly, because it is a claim that circulates. What does affect insurance in some of these regions is wildfire exposure, which is a separate risk with its own mapping and its own effect on availability and premiums, particularly in parts of the western United States, Australia and the Mediterranean. If you are buying in a wildfire-exposed area, that is an insurance question. Winter smog is not.
Maintenance costs rise modestly. Soiling of façades, windows and outdoor surfaces is a real if unglamorous cost in high-particulate cities.
Where the rules are heading in Europe
Anyone buying in the EU should know that the standards are tightening on a fixed timetable.
The revised Ambient Air Quality Directive (EU) 2024/2881 entered into force on 10 December 2024. Member states must transpose it into national law by 11 December 2026, and the new limit values must be met by 1 January 2030. The change is substantial: the annual limit value for PM2.5 falls from 25 to 10 micrograms per cubic metre, and the NO2 limit is roughly halved, bringing EU law much closer to, though still above, the WHO guideline levels. Twelve pollutants are covered, and the directive also strengthens provisions on access to justice and compensation where non-compliance causes harm.
The practical translation for a buyer: cities in the EU that currently exceed these levels have a legal deadline and will have to act. Expect more low-emission zones, more heating restrictions and more construction and traffic controls over the rest of this decade in exactly the places this article has listed. That is a cost and a constraint on ownership, and it is also, over time, an improvement in the underlying problem.
A pre-purchase checklist
- Nearest official monitoring station, its distance from the property, and three to five years of its monthly PM2.5 and NO2 data
- Number of days per year exceeding the WHO 24-hour PM2.5 level
- Whether the pattern is seasonal or chronic, and if seasonal, which months
- Local sensor data for the specific district compared with neighbouring districts
- Distance to the nearest arterial road, port, airport and industrial site, and the prevailing wind direction
- Elevation relative to the valley floor in inversion-prone locations
- Winter heating fuel mix in the immediate neighbourhood
- Existing and proposed low-emission zones, vehicle restrictions and heating fuel rules
- Whether the building has mechanical ventilation with filtration, and the condition and airtightness of the glazing
- Wildfire risk mapping, if the area has any exposure, and confirmation that insurance is available
- A visit in the worst month of the year
Frequently asked questions
Is air quality a real reason to rule out a location?
For most people it is a factor to weigh rather than a veto, and the distinction between seasonal and chronic is what decides which. A three-month season in an otherwise clean place is manageable and predictable. A chronically elevated annual average in a place you intend to live full time is a different decision, and one worth discussing with your doctor if you or anyone in your household has a respiratory or cardiac condition.
Do air purifiers solve the problem?
Indoors, filtration genuinely reduces particulate exposure, which is why it is standard equipment in households across northern India and northern Thailand. It does nothing for the time you spend outside, and it depends on the building being reasonably sealed. Treat it as mitigation, not as a solution.
Which European countries have the best air?
Northern and north-western Europe generally records the lowest concentrations, with Nordic countries, Ireland, Estonia and parts of Iberia's Atlantic coast performing well, and the Po Valley, parts of Poland and the western Balkans at the other end. Compare specific cities rather than countries: national averages conceal very large internal differences, particularly in Italy and Spain.
Does a rural location guarantee clean air?
No. Agricultural ammonia is a significant contributor to secondary particulate formation, biomass and residue burning is a rural practice in many regions, and ozone is frequently worse in the countryside downwind of cities than in the cities themselves. Rural is usually better than urban, but not automatically.
When should I visit to see the real picture?
The worst month, whichever that is for the specific location. For the Po Valley and the Balkans, January or February. For northern Thailand, March. For northern India, November. If you can only make one trip, make it then, and see the place at its least flattering before you commit.
